The Crucial Shift in Perspective
The first two articles demonstrated why the Excellence Framework Europe (EFE) does not view results in isolation but positions them along the IOOIS impact chain.
This leads to an important conclusion: excellent leadership does not primarily optimise results; it consciously shapes the conditions under which impact can emerge.
Or, more succinctly: Leadership shapes systems – not results.
This also changes the central leadership question. The primary focus is no longer on which targets should be achieved, but on which impact should be enabled and which organisational capabilities are required to achieve it.
Impact Unfolds Over Time
Organisations do not function like machines. Impact rarely arises as the immediate consequence of individual actions. Rather, it emerges gradually over time along the impact chain.
Nevertheless, many organisations remain focused on outputs and confuse performance with impact.
A training programme initially generates an output (a delivered activity); improved collaboration may become visible later as an outcome (benefit realised); and a changed organisational culture often emerges only in the longer term as impact.
Impact builds upon the benefits created and frequently becomes visible only after a delay. At the same time, it arises from the interaction of organisational capabilities such as orientation, strategy, collaboration, value creation and the capacity for change.
Individual measures create activity. Organisational capabilities enable impact.
This is precisely where the real challenge of leadership becomes apparent: impact cannot be commanded or controlled. Rather, it emerges from the conditions that organisations consciously create.
What Results Really Reveal
Results make visible how well the underlying system is functioning.
Ultimately, every organisation achieves precisely the results that its system is designed to produce.
The Excellence Framework Europe (EFE) helps organisations better understand these relationships and systematically strengthen their organisational capabilities.
Results are symptoms. Systems are causes. Leadership shapes systems.
Organisational capabilities, patterns of collaboration, decision-making processes and the capacity for change determine whether impact can emerge and be sustained.
Therefore:
Excellent leadership does not primarily optimise results – it shapes the systems that make impact possible.
Impact cannot be managed directly. It emerges from the systems that leadership consciously creates.
